Dr. Bissell was the Head of Environmental Education for the Colorado Division of Wildlife. He is a Certified Wildlife Biologist and has worked for more than 25 years in Colorado as a Wildlife Conservation Officer, Non-game and Endangered Species Biologist, Land Use Coordinator, and Human Dimensions/ Responsive Management Coordinator for the state of Colorado. He retired from the Colorado Division of Wildlife in 1999.
Dr. Bissell has a BS from the University of Utah in Environmental Biology, an MS in Zoology from the University of Nevada, Las Vegas, and a Ph.D. from the University of Colorado at Denver in Public Administration. His doctoral dissertation was "Ethical Issues in State Wildlife Policy: A Qualitative Analysis." He is an Associate Faculty member at the University of Denver, teaching Environmental Policy Analysis, Environmental Economics, Endangered Species and Wildlife Management, Global Environmental Policy, and Environmental Values and Ethics in the Environmental Policy and Management program. Dr. Bissell is also on the graduate faculty of Colorado State University, and the University of Colorado at Denver, and Boulder.
Dr. Bissell is currently spending about 8 to 9 months of the year in Central and South America working with governments and private parties on local conservation issues. He continues to teach in the On-Line Program in the Environmental management Program at University College.
Dr. Bissell is a Senior Associate for Responsive Management; a private consulting firm specializing in natural resource management issues. With Responsive Management he has conducted qualitative research projects for several state agencies and non-government organizations. He has published several books and articles in the area of natural resource management and the application of social science to environmental policy analysis.
